Yes, the VA requires a current diagnosis by a medical provider, along with evidence of an "in-service event" and a medical link or "nexus" connecting the two.
Regardless of if you were seen at the time of service, a "nexus" or link can be established. Any VA disability "nexus" evaluation may included a review of service records, all related medical records, buddy letters, any previous exams, and current exam, which can usually be completed via video exam.
First you must file an "intent to file" which sets an effective date and then have one year from this date to submite your full application. You then gather all evidence and submit this. Generally the processing time varies between two to four months, but can be longer depending on how complex your case is. If your claim is denied, you have one year from the date of the denial decision letter to take a next step.
A Disabilty Benefits Questionnaire (DBQ) is a standaradized form used by the Department of Veterans Affiars (VA) to collect specific essential medical information for processing veteran disability claims. The forms are completed by healthcare provicers to document the severity of the the condition and to benefit timely processing of claims.
A letter/ statement written by a licensed medical provider, containing a review of medical records, a diagnosis, a medical opinion on the link to service, and a rationale for that opinion. The key part, or the Nexus, is the letter must state the condition is "at least as likely as not" (50% or higher probability) caused by service. This can be used to prove direct service connection (e.g. knee injury from training), secondary conditions (e.g. back pain caused by knee issue), or toxic exposures. The Nexus letter includes a review of personnel/ medical records.
